Not later than 60 days
before actual expiration date!!!!

The validity term of a license, in most cases, is one year except for a five-year license issued only to those who hold "PERMISSION FOR PERMANENT RESIDENCE" (former visa category 4-1-14) from Minister of Justice, Japan. License is renewable if a renewal application is sent to the regional Bureau of Telecommunications at least one month prior to the expiry date. JARL will take all necessary procedures on your behalf and for this purpose, please submit a form JARL-04-09A, which is a letter of authorization, together with Yen 3,050 not later than 60 days before actual expiration date. May we remind you that it is totally the responsibility of each licensee to concur with this procedure since consequence of failure to observe this will result in a fee costing the applicant more than double the mentioned amount and time, required to re-establish a new station. Our advice therefore is, the earlier the better.
MODIFICATION

In the event you intend to change your equipment/station-site, or add new modes/frequencies, you must first apply for Station License Modification to the regional Bureau of Telecommunications.
JARL will take the necessary procedures on your behalf but before doing so, kindly submit two forms JARL-96-04 and JARL-04-09A (a letter of authorization) both of which are available on our web site. When the forms have been filled out please mail them to us. The application fee is not required by the regional Bureau of Telecommunications. However if any radio without Technical Standard Certificate Number is involved, the assurance fee of 3,000 Yen is required.
